The construction worker has been registered as a Beneficiary with the Board and continuously depositing his contribution regularly.
If the beneficiary intends to take benefit for any of his family members under this scheme, such member must be covered under the definition of ‘family’ as given under rule 2(t) of the Punjab Building & Other Construction Workers Rules, 2008, which is as under:-
“Family” means the husband or wife, minor sons (including major sons who are insane or physically handicapped and unable to earn), unmarried daughters, and the parents of the building worker, who are solely dependent on him”
The beneficiary who is covered under the ESI scheme, shall not be granted benefit under this scheme.
Under this scheme, the beneficiary is entitled to get financial assistance for the expenditure incurred on any type of general surgery for himself or any member of his family. The beneficiary or his family member can get such financial assistance only once in a financial year.
The application under this scheme shall be submitted through the Labour Inspector/Labour Enforcement Officer of the Area or through the nearest Suvidha Kendra on the web portal of the Board.
Like other welfare schemes, an application under this scheme shall be verified by the committee constituted at Sub-Divisional Level. After obtaining approval from the Deputy Commissioner, the Concerned officer shall demand the amount from the Board and pay the same to the beneficiary.
The beneficiary or his family member can get his general surgery conducted by any Govt. or private doctor, but the amount of expenditure on treatment from the private doctor will be reimbursed only to the extent as found admissible by a Civil Surgeon (maximum Rs.50,000/-)
Any beneficiary who intends to avail of the benefit under this scheme will have to first exhaust the benefit of Rs. 50,000/- for all his health ailments with the health care facility under the Bhagat Puran Singh Sehat Beema Yojna Scheme. Only then he can get the remaining benefit under this scheme

निम्न शर्तों पर पंजीकृत लाभार्थी निर्माण श्रमिकों और उनके परिवार के सदस्यों की Surgery सामान्य सर्जरी ’के surgery सामान्य सर्जरी’ के लिए वित्तीय सहायता योजना: –

निर्माण श्रमिक को बोर्ड के साथ लाभार्थी के रूप में पंजीकृत किया गया है और नियमित रूप से अपने योगदान को लगातार जमा कर रहा है।
यदि लाभार्थी इस योजना के तहत अपने परिवार के किसी भी सदस्य के लिए लाभ लेने का इरादा रखता है, तो ऐसे सदस्य को ‘परिवार’ की परिभाषा के तहत कवर किया जाना चाहिए, जैसा कि पंजाब बिल्डिंग एंड अदर कंस्ट्रक्शन वर्कर्स रूल्स, 2008 के नियम 2 (टी) के तहत दिया गया है, जो इस प्रकार है: –
“परिवार” का अर्थ है पति या पत्नी, नाबालिग बेटे (प्रमुख बेटे जिनमें पागल या शारीरिक रूप से विकलांग और कमाने में असमर्थ हैं), अविवाहित बेटियां और भवन निर्माण कार्यकर्ता के माता-पिता, जो पूरी तरह से उस पर निर्भर हैं ”
जो लाभार्थी ईएसआई योजना के अंतर्गत आता है, उसे इस योजना के तहत लाभ नहीं दिया जाएगा।
इस योजना के तहत, लाभार्थी अपने या अपने परिवार के किसी भी सदस्य के लिए किसी भी प्रकार की सामान्य सर्जरी पर किए गए खर्च के लिए वित्तीय सहायता पाने का हकदार है। लाभार्थी या उसके परिवार के सदस्य को वित्तीय वर्ष में केवल एक बार ऐसी वित्तीय सहायता मिल सकती है।
इस योजना के तहत आवेदन क्षेत्र के श्रम निरीक्षक / श्रम प्रवर्तन अधिकारी या बोर्ड के वेब पोर्टल पर निकटतम सुविधा केंद्र के माध्यम से प्रस्तुत किया जाएगा।
अन्य कल्याणकारी योजनाओं की तरह, इस योजना के तहत एक आवेदन को उप-मंडल स्तर पर गठित समिति द्वारा सत्यापित किया जाएगा। उपायुक्त से अनुमोदन प्राप्त करने के बाद, चिंतित अधिकारी बोर्ड से राशि की मांग करेगा और लाभार्थी को भुगतान करेगा।
लाभार्थी या उसके परिवार के सदस्य किसी भी सरकार से अपनी सामान्य सर्जरी करवा सकते हैं। या निजी चिकित्सक, लेकिन निजी डॉक्टर से इलाज पर खर्च की राशि सिविल सर्जन द्वारा स्वीकार्य पाई गई सीमा तक ही प्रतिपूर्ति की जाएगी (अधिकतम रु 50,000 / -)
जो भी लाभार्थी इस योजना के तहत लाभ प्राप्त करने का इरादा रखता है, उसे पहले रुपये का लाभ समाप्त करना होगा। भगत पूरन सिंह सेहत बीमा योजना के तहत स्वास्थ्य देखभाल की सुविधा के साथ उनकी सभी स्वास्थ्य बीमारियों के लिए 50,000 / – रु। तभी वह इस योजना के तहत शेष लाभ प्राप्त कर सकता है ।
