Being helpless is not good for anyone. To save people from this problem, the Kerala government has created a destitution certificate. Under a destitute certificate, a common man can apply/claim for an exemption. This is an important document if one is destitute.
Those who have been residing in the state of Kerala for more than two years can apply for this certificate but before the date of application they do not have 20 years of age or older relative or first relative (father, mother, Son), only then will he be called destitute. Or if there is a woman whose husband is dead and there is no source of income, and if she is not married again, then she will fall into the destitute category. They get a pension of 300 rupees and if they do not have a relative of 20 years or more, then they are also entitled to this certificate. And their close relatives should not be fathers, or mothers, either.
Also, there is a condition if a woman whose husband is missing, or missing for more than 7 years then she can be deemed as a widow.
